According to this source, I am partially right:

Basically, M.Monroe could have worn size 12 at her heaviest. However, what we see in the movie footage is probably at most
from the midrange.

Also, the measurements listed are way below 12. They are more likely to correspond to the lower bound of her weight, 118. Let's ask someone with 22-23 inches waist what size they wear.
