мммм... не знаю, я всегда считал, что code здесь всё-таки в смысле "кодекс", а не в смысле "правила дешифровки"

вот, собственно, и словари со мной по большей части согласны:

M-W: formally or socially imposed standards of dress
Encarta: obligatory way to dress: a set of requirements as to how people should dress when attending a function or visiting a place
Dictionary.com: a set of rules specifying the correct manner of dress while on the premises of the institution (or specifying what manner of dress is prohibited)
